Obviously the answer is has similarities to both, but probably the general view is it's more like Manitoba.
It resembles Manitoba more in terms of First Nations presence, including a large FN population in major cities. Politically it was traditionally more like Manitoba though economically while it historically looked more like Manitoba but it's increasingly more like Alberta.
Also both Alberta and Saskatchewan became provinces in 1905, while Manitoba became a province in 1870.
It's really more like Alberta. Especially since half the province lives in Calgary or Edmonton. When in doubt, just go to a 'Riders game at McMahon or Commonwealth.
Another point in support of "more like Alberta" is that Winnipeg is a much older city, while Edmonton and Calgary had less than 100,000 and Regina and Saskatoon less than 50,000 in 1941.
Saskatchewan is much more like Alberta than Manitoba. They share the same economic resources (oil and gas) while in Manitoba it is different. They also share more similar political views, more Conservative opposed to Manitoba as well.

I would also argue the Red River is the dividing line between eastern and western Canada.
Saskatchewan should change its name. Otherwise people will always think it is one of the former Soviet Union states. LOL.
Perhaps if it were Saskatchestan, but it's not.
