I agree with this article about Canadians' too slow reaction to corona virus. Canadians are indeed often a bit too phlegmatic, laid back and slow to take alarm and jump into action in cases of emergencies where we should be hitting the alarm bells, jumping the gun and damn the torpedoes making preparations full speed ahead to fight back.

We seem to be overly sensitive to only doing what we are directly asked to do, in the early stages we had only received a few "official" requests to repatriate Canadian citizens. I gather Global Affairs Canada relies heavily on its ROCA ( Register of Canadians Abroad). Seemingly few Canadians bother with that process so the Embassy in Beijing was having a hard time contacting citizens in Wuhan. So they were not very proactive in applying to the Chinese government to get permission to fly in and out, that coupled with already thorny relations between Ottawa and Beijing meant a slow start top the process as Patty Hajdu alludes to

Many Canadians and other people from around the world are there in connection with Wuhan Universities. Wuhan is the capital of its province, it's the largest city in central China and is one of the oldest and most prestigious university cities in the world. We're talking about 350 Canadians who need to be evacuated out of Wuhan.


Canada has close to 2 million citizens of Chinese origin. I would gather that they would make up the lion's share of Canadians being evacuated from that city.

It's not just from the city itself they're being evacuated from as per this example of American citizens:

The city has a major airport, Wuhan Tianhe, so within that Hubei province that's where they'll fly from.
