I lived in TO for about a year and as a motorcyclist at the time found it a long drive to get out to the country for some spirited twisty riding on the weekends. Montreal on the other hand gave me those country roads quite quickly once across any of the bridges leading off the island.
To be fair though, Toronto's signature attraction (the lake is right in town). I would probably choose Montreal if I were deciding based on nature too, but perhaps this is incorrect, but aside from Mont Royal and possibly one other random summit like that near the city, most of the significant hiking is around 75-90 minutes drive at least from the city center.
Just on the other side of the Mercier bridge is Il St Bernard, quite a nice nature preserve, nice place to spend half a day strolling around =Saint-Bernard Island
Tough one and good question. Toronto's flat downtown can be rather mundane especially compared with the great Mont Royal. Toronto however does have nicer ravines and of course the Islands and this will continue to improve as the toxic waste areas make way for housing, urban neighbourhoods and massive new park land and nature areas. I do far prefer having walkways and beaches along a huge lake than along a rather uninspiring river.
