Yes, the whole outbreak in Melbourne was caused by probably two cases leaked from the quarantine hotels. Now a smaller (at this time) outbreak in Sydney has been traced to a single Victorian, involved with freight, who was in Sydney a couple of weeks ago.
But Canada has done really well, after having a lot of cases early on.
There is going to have to be a way to live with it unless there is a vaccine soon. We are looking at closed borders all year, and even our internal borders are mostly closed.
When an area is hit very lightly, immunity is absent. When it spreads like wildfire as it did in NY there's pretty good general immunity.
i believe permanent resident status might be easier to obtain of you were married to a Canadian, though in 2020 marriage should not be a necessary act to prove commitment
There are opportunities to apply for permanent residency other than marriage, such as being a domestic partner or a common-law partner, neither of which apply. In one case (I forget which) you have to jointly own property, and in another, you have to have lived together for six months, which doesn't make any sense to me because that's not even possible if one is only permitted to visit for a total of 183 days in any given 12-month period. But again, I haven't looked into anything too closely beyond what it says on the website. The plan was to speak to someone in Canada who could advise on the best way to proceed, but then came coronavirus.

I won't ask if there is some reason why you and your BF are not able to marry, but I do believe that marriage would be a master key that opens the front door to permanent residency in Canada for you. But there are other side doors and other keys. You've already demonstrated and can verify that you have been having a long term (3 years) devoted relationship with each other, and that you would not be a financial burden on Canada even if you were living all alone in Canada, so I think that would also count for something when your application is being evaluated. In any case, I think as soon as you're able to visit Canada again you should come prepared to stay if it is necessary, and you and your BF should immediately book an appointment together to consult with an immigration lawyer to find out what all your options are.

You guys are cute , but the short answer is two older people both with bad marriages in the rearview (one for me, two for him), both with adult children, separate property/assets, who have never yet actually lived together for more than a month at a time--seeking permanent residency is not a good enough reason in and of itself to take that leap.
