I believe the percentages are in regards as to is eligible, not total populations. Otherwise it wouldn't make sense trying to reach an impossible number.
The % are for the whole population. More than 60% of adults have received at least one shot and 50% are fully vaccinated. Biden's goal is to vaccinate 70% of adults by July 4.

I was referring to this. Rereading Spuzzy's answer, I now see he is talking about the US, however that still makes it reachable since the number to reopen isn't 100 percent, but 70 or 75, so having 17 percent not eligible yet, shouldn't be a factor.

Trudeau is following the Public Health Officers advice, and that advice is probably connected to the fact that about 50 percent of Americans are still don't have their first shot. My guess once it's get's up to 70 percent you will see more changes.

The proposed plan would require proof vaccination such as a receipt issued by government officials — Ontario residents can receive a copy online if they've misplaced their receipt.
Sound like this method would make it easy to fake a receipt. It’s also very 20th century.
