Stephen Harper made an infamous quote about how ''You won't recognize Canada after I'm done with it''. But is that really true? He changed Canada ever so slightly economically but it wasn't as big of a splash as I think he would have hoped. He also failed to create a moral majority movement in Canada (Now I think that was at least PART of the meaning of the quote). What would you say?

Personally I think Trudeau made Canada a lot more Libertarian and arguably changed the culture much more than harper.

I don't think either the statement or the intent is true. Apparently the statement you quoted is attributed to a speech he made around 18 to 20 years ago during a visit to America to a convention of American conservatives. So I don't know if he ever actually said such a thing in an attempt at bravura or if it's just some hopeful wishing comment that somebody else in America made up in an attempt at bravura.

But if he did actually make that statement in a speech to the American conventioneers then obviously the statement didn't bear the future fruit that he or the conventioneers might have hoped it would bear. Canada is still very recognizably and uniquely Canadian and although some prime ministers have had more impact than others, none of Canada's prime ministers have changed Canada to be something markedly different from what it has always been.
