My late wife wanted her jewelry to go to her sister who lives in another state. Does anyone have any idea what is the safest way to ship it? UPS, US Mail or Federal Express? I will be flying out there to spend some time with her family but I assume sending it in my airlines luggage is not the safest or most secure way to send it.

Never put anything valuable in stowed baggage. However, in a carryon that stays with you is fine.
You can and might get different opinions as to the reliability of the various delivery services as well as insurance options.
Your choice might be influenced by the value of the jewelry.
In my life, all the valuable jewelry I have wouldn't take up any considerable amount of room in my carryon.
I would prefer to carry it with me, but, if not, would use USPS.

If there is sentimental value to any of the pieces (family heirlooms), I would hand deliver them.

There is no way to insure something like that.

Carry it on the plane with you.
