Forget about it. I have the same issue. One driver, 3 vehicles. Under 1000 miles a year on my Challenger, about 1500 a year on my Crown Vic, and I think I put about 50 miles on my Dakota in the past year.
I don't get any breaks for the mileage though I do get all the other discounts.
I've investigated the pay by the mile and the monitoring devices. By the time you get past the base rates and the actual rates they are not competitive.
You just have to keep shopping and select a company that gives you the lowest price today.
