Jasper has a large, glass bowl of fresh water, that is changed a couple of times a day. So, why does he want to drink out of the toilet? I try to keep the lid down, but when it is down, he stares at it intently, and meows. He won't stop until the lid is up, and he can have his favorite treat--toilet water. He is always going into the bathroom for water...

Habit. Keep it down and wait him out and he should stop eventually.

Try a Drinkwell or other pet water fountain device too, if you want. The toilet isn't running water, but the running water may turn out to be more appealing than the toilet. Amber drinks right from the flow of her Drinkwell even though she was never a sink or toilet drinker before I got that for her.

I've also heard recently that additional bowls of water in different places in the home can be useful.

If this is a new behavior take Jasper to the vet and have blood work done.

An obsessive desire for water can be indicative of kidney disease or diabetes. It doesn't matter that you have other water available.

If he is sick, he may have found that the water bowl doesn't slake his thirst, so he wants another water source, in the hopes that THAT water will make him feel less thirsty. It's not something a cat thinks out, it's an instinctive behavior. (same as along the lines of a cat with a UTI avoiding the litter box because it hurts when he pees)

if this is a 'normal' behavior for him, he's not alone. One If my friends has a cat (one of two) who drinks from the toilet, too! I have to remember when I visit to leave the lid up. She thinks nothing of it other than it's odd. It is after all the same water as from the faucet. Personally I keep my lid down for a few reasons. While it may be the same water, the bowl is not as clean (or chemical free) as their water dish.but... It's not my cat.

if this is something new, it could be a thirst indicator.

My CRF cat likes to drink out of the toilet. He needs to keep hydrated.

I expressed my concern to the vet. In my cat's case - the vet said it is better to drink toilet water than to not drink at all. He said flush often, keep it clean, and ensure there are no residual cleaning chemicals.

Lots of cats drink from the toilet...doesn't seem to hurt them....saves you putting water out for them.

Maybe he likes the additional "flavoring"..or could it be part of his "plot"?

Animals like to drink from the toilet because it is cold and usually fresher than what is in their bowl.

If this bothers you, keep the lid down.
