What is there to enforce?
There are many people who have indoor only single cat households. The average number of cats owned per household is 2.1. That means a great percentage are single cat households. To put this into perspective, the average number of children per household is around 1.9 and 43% of American families have only one child.
Since 75% of American cats are kept indoors, it's not a stretch to believe that the majority of indoor owners will keep a FELV/FIV cat indoors since these owners would be more motivated than the average cat owner population.
If one happened to escape, it would be exposing a feral colony that is already exposed via other ferals. That 25% of cat owners who let their cats be indoor outdoor cats should have their cats immunized and kept indoors if they are worried about exposure.
With the above in mind, what risk outweighs the value of a life that is symptom free and not suffering?
I even believe positive ferals should be released back into their colonies.
