A heavy square glass baking pan as I linked to above is very unlikely to be tippable by a cat. I know this because it's what I used for my cat who liked to tip and drag water bowls.
When I started using the heavy square glass baking pan she had to content herself with splashing instead. Which she did. A lot.
I think a bathroom rug is better than the shallow tray. That kind of tray will make her want to get in the tray then make morr mess with the water.
Okay, I will see if I can find this kind of tray. I don't know how you can tell if a pan is tippable or not other than if it's it's heavy.
If it's wider at the bottom than the top, it will be harder to tip. If it's heavy, it will be harder to tip. Can you put the bowl in the kitchen or bathroom instead so it's not spilling on carpet?

I didn't find the pan. They don't have it at the store so I bought the tray and under it is a bathroom rug for extra protection. The only good thing about the tray is that it's the right size so it doesn't give the cat room to move the water bowl left or right since next to it is the food bowl. The bad thing about it is that it makes it harder for the cat to reach the food and she could go in the tray in the back which she already did like I said she would.
Go to the pet store and tell them you want a water bowl that won't tip. It won't be as cheap as a baking pan, but they'll definitely be able to help you. Some cats don't like their water near their food and that could be why she's tipping it. Some cats drink water out of the toilet or flower vases or the sink, so as long as you have water in a dish somewhere, she'll drink it when she needs some.
We have a water bowl with a threaded rubber bottom, this prevents it from moving. Or being pushed. Not sure about tipping. I hope the new bowl you have, will make things easier for you. Do you live with your bro? Maybe you need your own place.
