Jesus, Muhammad, Buddha, and Confucius are probably at the top. Outside religion Albert Einstein, FDR, Churchill, Hitler, Stalin, and Gandhi would likely be pretty high. Among the living Barack Obama and maybe Ban-Ki Moon.
If you mean entertainers Walt Disney, Katharine Hepburn, Grace Kelly, and Elvis Presley might be very high. Among living entertainers Cate Blanchett, Orlando Bloom (In "Lord of the Rings" and "Pirates of the Caribbean" franchises, both of which were high grossing), Jackie Chan, Sean Connery, Harrison Ford (Star Wars and Indiana Jones series, both high-grossing), Jack Nicholson, Paul McCartney & Ringo Starr (Living Beatles), Maggie Smith (Five BAFTAs and Two Oscars plus highly visible by being in the high-grossing Harry Potter films) Shirley Temple, and Zhang Ziyi.

The most famous person that the most people in the world would be able to identify (looking at a drawing or something) will more than likely be a fictional character, not a real person.
Michael Jackson and Princess Diana are people I maybe should have named. Also I probably should have named Chairman Mao as I included other dictators or leaders of non-free nations. Mao ruled nearly a billion people, I don't think they got over a billion in his time, and was even in a Beatles song. On a similar note Fidel Castro might be one of the most known living people as he led his country for like 50 years.
I maybe should have named some writers too. Among dead writers Li Po, Tu Fu, Thomas Aquinas, Dante, William Shakespeare, Miguel Cervantes, James Milton, Hans Christian Andersen, Agatha Christie, J.R.R. Tolkien, Margaret Mitchell, and Dr. Seuss I think are among the most well known writers in history. Ray Bradbury, Dan Brown, Paolo Coelho (maybe not famous in the US but looks to be big globally), William Goldman, John Irving, Stephen King, Elmore Leonard, Larry McMurtry, Cormac McCarthy, Gabriel Garcia Marquez, and of course J. K. Rowling are likely to be among the most famous living writers.
Well, historically, I suppose it would have to be Jesus, Buddha and Mohammed, since, literally BILLIONS of people know and follow their teachings.
