I'm ok with all of the "irritating" voices listed so far. I'm more than ok with Gilbert Gottfried as he cracks me up. But (putting on protective body armor now) one of my favorite actors - Clint Eastwood - has sounded hoarse to me since around 1986, when Heartbreak Ridge was released. Clint follows a strict regimen but, since he is a very private person, perhaps there is a medical reason for this unknown to the public. Anyway, it hasn't affected his performances as he has garnered many awards since then.
I'm surprised no one mentioned Fran Drescher as a vote they hate. I'm really on the fence with her. Her voice isn't fine wine, but there's just something about it that keeps me wanting more. The same with Wendy Williams, Judge Judy, etc.
I loved George Gayne's voice (still alive at a blessed 95 years old) and Roscoe Lee Browne's voice (sadly passed away from Stomach Cancer in 2007), both very dignified.
As for other voices that are awful:

-Andrew W.K. (words can't describe how terrible his voice is)
