I found out that I may be eligible to purchase one pager/mobile cell phone on a deep discount from a program under a federal grant.

I have to choice one:

iPod Touch 4th Generation
HTC Evoâ„¢ 3D
Nexus S
EPIC
HTC Evo
Photon

I am residing in Western Maryland. Which one do you recommend? Thank you.

So the phone would be primarily a visual experience?

Going for the biggest screen on your list might be a good start.

I have an HTC Evo, and like it, but there are newer phones. I like the 4.3" screen and the virtual keyboard on the phone is pretty good.
I also got an app named "Thumb Keyboard," and I like that keyboard even more than the standard virtual keyboard.

Or, if I am off the mark in my supposition, can you tell us what features you are looking for in the phone?

Yes, I am totally deaf. I know about the newer phones but they are not listed under the program with a federal grant.

Well, you'd probably want a phone I think which eliminates the iPod Touch. Both the iPhone and Android phones (everything else on the list) have a fair amount of resources for dead/hard of hearing. The EPIC, EVO, Photon, and Nexus S are all big 4+" screen phones. The iPod Touch is a fair amount smaller (3.5" screen) and thinner (no phone). The EPIC is the bulkiest, but has a physical slide-out keyboard. If you text a lot, that may be worth it.

i think first you should check out for HTC evo if you don't fond any great deal on it than go for Samsung Epic. and if you can go for samsung galaxy s puls than go for it.
