This is going to be entirely subjective, but I've found some Casio, HTC, and Motorola devices to have superior sound. I have some high-frequency hearing loss and some phones that sound perfectly fine to others sound muddy to me. You'll want to visit a retail store of the carrier of your choice, pick up a few demo models, and try calling somewhere with an automated service (your bank's automated information line, for example) from each of them.
Most modern phones have exceptional sound quality.
HTC One, The Motorola Droid line, the iPhone 5 and 5S (guessing on the last one but I doubt it's worse), HTC One, the Nokia Windows Phones...
