Because the issue defies regional boundaries. There's no reason not to enact a federal law. It is not a state issue but an interstate (national) issue.

I agree that the issue defies regional boundaries. These days, most issues do.

But the Constitution says that powers that aren't specifically provided to federal authorities are states' rights issues. The feds are currently having trouble with that, with respect to immigration law and (in some states) marijuana use laws. I don't see them taking on traffic laws any time soon.
