On most pages, if you tap on a text field, the virtual keyboard will appear.

If not, you can press and hold the builtin Menu button and the keyboard will appear.

It's rare, but I was using Yelp and the keyboard would not appear. Has this ever happened to you?

The only other time this happened to me is when I loaded the Wikipedia app and sometimes the kbd wouldn't appear so I deleted it.

(I have Android 2.3.7 with an HTC Inspire.)

Yes. Its called a bug. These things arent perfect for as much as they do. Sometimes you just need to tap a few times into a search field for it to respond and the keyboard to pop up.

Additionally, for what Android is today, the version you have is ancient (relatively speaking.) Many of those bugs have been ironed out in later versions or the implementation from HTC is poor (sloppy implementation.)

I was told once that I can't upgrade past 2.3.7 on my phone, can you confirm?

That depends. If you have this update, which came out last year over the air, then no, its the last official update.

But if you are willing to hack your phone you can get a newer version via a rooted ROM, then yes.
No offense robertpasa, but I have seen your posts in the past and based on some of them, this does NOT seem like the way to go for you. Unless you have a grasp on toying around with phones and your computer, you could seriously damage your phone if you dont follow the steps correctly.
