Sure. It can be turned off.
This is coming from my phone where I have the Tapatalk signature turned off.
FWIW, it is just Tapatalk's way of promoting their app.

Nope.
So, it is up to the Tapatalk user to change the setting.

From my Dell Desktop, using Windows 7 and Internet Explorer 10.

It's on by default and the reader has no way to remove it, only the poster.

You can easily create an extension for your web browser that filters it out so that you'll never see it again.
