At&t did have a similar feature called Reduced Rate Suspend. While the phone was in that status, service is disabled until the phone is used to make a call. While suspended, the phone would not receive any calls. I suspect the Sprint option works the same.

Once a call from the phone was made, service would be restored and normal billing would start. There would be no need to call Customer Service to restore the phone.
