Just got a message that my iPhone canot backup because iCloud needs more storage at .99 per month. Is there any other way to backup my iPhone/iPad without paying for storage?

That's what I do. Also, I always sync manually (I don't set iTunes to sync anything automatically). In fact, I don't even want iTunes to launch when I connect my iPhone. If I just want to charge my iPhone via the USB port on my laptop, I just connect it to it and iTunes stays off. But if I want to use iTunes to sync anything, I launch iTunes, and then connect the iPhone to the laptop. When I do this the iPhone shows in the iTunes window, which in turn allows me to manually sync what I want, install apps, and the rest. The final step is to eject the iPhone before disconnecting it from the computer.

All I have to keep in mind is that as soon as I sync something I have to go back and remove the "checkmark" from the sync action I just took, which in turn will give me the option to delete or to keep contacts or whatever I have synced previously. I answer, "keep contacts, or music, or whatever." If I fail to do this properly, then iTunes will delete the changes I just made to to the iPhone.

If you can spend some money another option is to set up your own cloud. I use a Synology NAS, you can have Terabytes of storage, accessible from anywhere, with automatic syncing. Works with Windows, Apple, and Android devices. They can also act as an iTunes server and Timemachine target.
