My iPhone 4S is acting very strange like freezing (requires hard boot); shutting off with 19% charge remaining; and other annoying things so I need to replace it.
So what smart phone would be a good replacement? Would like to stay under $200 (used is fine) and needs to work on the AT&T Network. I mainly use it for surfing the web so a large sharp screen would be a plus.
The cheapest phone I can recommend personally is a Nexus 5. I'm sorry but unless you are renewing a contract, $200 won't bring you much unless you get lucky on Craigslist or something.
That being said, if you ARE renewing a contract, then just about any phone will fare better than the 4S!
If you're talking about off-contract phones, then these may work well:
LG G2
Nexus 5 (pretty sure it works with AT&T?)
Moto G (2013 or 2014 edition)
Nexus 4
HTC One M7
Look around Ebay for these and you may find one new or slightly used for around $200-$250. The Moto G and Nexus 4 would probably be the cheapest of all of them.
Any opinion on OnePlus One? Seems to be an excellent phone and just $299 new.
It's an excellent phone at that price. The only unlocked phone at that price that is comparable is the nexus 5. I have the nexus 5 and love it but the one plus one gives you a bit more bang for your buck.

If you want a new phone with a two year contract $199 is easy to get. Take your pick.
No where did he say he was buying off contract. If you enjoy iOS, you should just go iPhone6.
No but he did mention purchasing used which could imply that he is buying off contract. Why would someone buy anything used with $200 off contract? Most every high end phone is no more than $250 and that's at the top of the charts.
I think there's at least a good chance he's buying off contract.
