Yes, you can keep your current phone and move to one of these new plans IF YOUR CONTRACT IS UP. Otherwise, you have to wait until your 2 years is up. You can't move to one of these mid contract.

Verizon has downplayed the fact that they no longer have a postpaid plan without data or with limited minutes. The entry level plan for $30 is 1 GB of data and unlimited talk and text plus $20 for a phone plus taxes and fees.
They still have Verizon Prepaid plans starting at $35 for unlimited talk and text. But the whole concept of free nights and weekends and free mobile to mobile calls will no longer be sold (although preexisting contracts will still exist).
The prices are still very high, and the changes only benefit some very heavy users. I suspect Verizon Wireless will lose it's thin lead over AT&T Mobility in number of subscribers, but they won't care as their Average Revenue per Unit will be so much higher.
The Total Wireless subdivision of Tracfone seems to have the best price ($25 a month) for unlimited talk and text on a Verizon MVNO, but 3G phones only.
On the other hand Sprint MVNOs are getting cheaper and cheaper with several offering significant number of free minutes and texts making it possible to get no bill on some months.
RingPlus.net is offering for $19.99 + Tax Unlimited talk and text plus 1 GB of data, the same plan as Verizon is offering for $50 for Verizon network. The savings are so considerable that some people are purchasing a Verizon phone with pay as you go minutes for the times that they drive out of Sprint coverage.

I'm not sure if you can really call is being downplayed. Plans without data are really just not that important anymore.

Well look at it this way, under the old/new plans your options were (in gigabits)
OLD 0,0.5,1,2,3,4,5,6,10,15,20,30,40,50,60,.....
NEW 1,3,6,12,special high data rates
What is really relevant is that 0,0.5,2,4,5, and 10 have been removed as options. In exchange the prices of the 6GB plan has been reduced and you now get 12 GB for the old 10 GB price. The other portion that is important is that they will no longer subsidize equipment purchases.
They have not come out and said phones that are not 4G capable are no longer accepted, but maybe they feel that will come naturally. Some analysts believe that Verizon will close down 2G & 3G by 2018 (their publicly stated year is 2021).

Plan Access Plus Line Access Plus Equipment Equals a Great Experience
Verizon is simplifying further by streamlining monthly line-access charges. On the new plan, every smartphone line is $20 per month, tablet and Jetpack lines are $10 per month, and connected device lines for devices like smart watches are $5 per month, all the time. Customers always get the best options and don’t have to hunt for – and calculate – special discounts to get the best prices. And the S-M-L and XL data options can be shared up to 10 devices.
New Verizon customers who want to take advantage of the new plan may do so by buying a new smartphone using Verizon’s device payment option, formerly known as Verizon Edge, or by paying the retail price. Current customers can keep their existing plan or move to the new plan, with some restrictions.
“We were the first to introduce shared data plans more than three years ago, and our new S-M-L-XL options build on that success, using the insights our customers have provided since then,” Miller added.
Over the next few months, Verizon customers will also see a simpler and more streamlined bill, making it easier to see and understand monthly charges.
I like Verizon, strange every time I look for work I interview with them, but there is never enough mutual interest. They are to corporate to be fun to work for. But they do offer good products for reasonable prices.
