I have a Google Voice number that I use as my primary number. I'm thinking about getting a smart phone -does it matter what type of phone I get if I want to use Google Voice on it?

Maybe this point is obvious, but if you download google voice/hangouts onto a cell phone it will only work when you are connected to wifi.
Google project Fi will allow you to connect your google voice and have coverge over cellular networks, but the phones are very expensive.
If you don't want to spends hundreds of dollars on a phone, and your target is more like $60 or less, than an option is a PPC Android phone. https://www.pagepluscellular.com/phones/

Remember, do not give out your PPC number as you will not be able to talk for free when you have wifi.

I suggest that you go as cheap as possible at the beginning. If you don't like it then you can upgrade later.
The phone I have highlighted is $80 and carries Android 4.0 . Buy the Michelangelo FREE plan which only requires a $10 balance on your credit card. The $10 balance only covers the minimal charges if you exceed the allotted 1000 minutes and 1000 texts and 500 MB per month.
Load Google Voice on the phone and use that wherever you have wifi. Forward your Google voice number to your Ring Plus number so that you can draw on your 1000 minutes and 1000 texts when you are not within wifi range. If you are careful to seek out wifi for your long conversations you will never exceed your free Ring+ allowance every month. Every shopping center has free wifi someplace, as do many fast food places.
If you don't like Ring+ then you can reuse the phone on any other provider that uses Sprint network (Boost, or dozens of others).
Honestly, I would recommend against using Google Voice as your primary number if you plan on using it through data.
Any time I call using Hangouts over LTE or WiFi, the voice quality isn't great, and it's almost like a walkie talkie. If I talk while the other person is talking, they cannot hear me.
However, if you have all calls forwarded to your cell number, I'm sure that would work better.
