I used the first link, this one


How to Downgrade iOS 10 to iOS 9.3.5 | OSXDaily


which instructed me to download an IPSW file from this link


iOS 9.3.5 Security Update Released for iPhone, iPad [IPSW Downloads] | OSXDaily


I scrolled down to the one for 5s then downloaded to my computer desktop


then followed directions in the FIRST link

  1. Connect the iPhone to iTunes using a USB cable
  2. Select the device in the summary section in iTunes, then:
  3. For Windows: SHIFT + click the “Restore” button (must hold SHIFT while clicking restore)
  4. Navigate to the iOS 9.3.5 IPSW file I saved on my desktop, then choose restore
this downloaded ver. 9.3.5 on my iPhone without ever having IOS 10


It looked like it was going to install IOS 10 which would later have to be downgraded, but it just went right to 9.3.5


PS: this download, downgrade, restore process took a while, appeared to be stuck, but I was patient and walked away for an hour or so, and when I returned... voilà
