Cindy, I have health concerns which make it prudent for me to always be able to call 911; I simply always have my mobile phone with me. You could make the habit of doing this.
Since you already have a cell phone, just make sure it is always within reach. This is your quickest and least expensive solution, at least in my view.

In the long run, I believe you are right. I got a nice little holder for my cell phone but it is still kind of heavy on a cord around my neck because the phone is kind of large. Not too large but enough to be burdensome on my neck so I was hoping to find something light weight. But I guess I'll just have to get used to remembering to always make sure I have the cell phone with me. :-) Thanks! I got a larger phone recently because the screen is bigger than the other phone I had, but now I'm thinking to go back to the smaller phone. :-) Maybe I'll weigh both phones. :-) Have a great night and thanks again! Solved that dilemma until I can figure out how to use a wrist phone ...

Would it work to find a 'cross body' style strap to attach the holder + phone to? That way it wouldn't pull so hard on your neck, and perhaps could be long enough to hang at about your side? My iPhone goes into a cross body wallet when I go out and around my flat I just carry it unless I'm scrubbing or cleaning something.

use a buddy pouch or something like that if you want it by your waist... why hang something from neck when you can put it on your belt/pants?
that's true, too. Thanks for all the ideas. Which leads me to another question. Since I now know I can call 911 from virtually ANY phone, whether it's active or not, the service (MetroPCS) I USED to have did not have carriers in West Virginia, so when traveling I could not make a phone call. I subsequently switched to Cricket which has better coverage. The question is this: assuming I use a phone that does not have service but is charged up, I am told I can still call 911. Will this be picked up anywhere (more or less) in the U.S.?
I looked at ad for smartwatch. It says I need iPhone. I have an Android. First of all what is an iPhone? And secondly does an Android substitute for iPhone?
No. If you want an Apple smartwatch look at Apple Watch.
Android will be cheaper but it may also be more complicated, as there are thousands of different Android smartwatches out there. I'd recommend a Samsung, just to make your life a lot easier.

There are inexpensive services available specifically for seniors to use if they fall. (See the link below for some options.) Rather than pay for a cell phone plan and a flawed phone, why not get a device that's designed for the purpose you want to use it for?
