I am unable to text photos from my iPhone 8 to anyone with an android phone.

Texting a photo is not the best way to send it, since MMS is a very slow service. It's much better to use regular email to send photos.

Do you have the option send as text when iMessage is not available checked?

Is it one particular Android person/phone that is having trouble or multiple?

My android is not quick on photos when data is not turned on.

Maybe you can use the Third-party tools to transfer them . Connect your iPhone and Android on computer via USB cable ,
