If you don't use the phone for internet service much or do much talking (at least, you're not the one making the calls) then Truphone could be a good deal. It's not very well known, but they offer zero cost per month to own their SIM, and then what you pay is 9 cents a minute/text/megabyte for usage, except incoming calls and texts are free. You have to keep cash in your account to cover your usage, either adding it manually or letting them dip into your bank account. Rates are the same in or between the USA and certain other countries. It's cheap to the UK and Germany, for example, but it's pretty expensive if you're using it in some other places.
