Hope it needn't depend on the specific phone but it's an LG Rebel 3 LTE.

My last phone made it very easy to find the setting for not allowing DLs and updates unless my wireless connection was on.

Ant idea of where I should be looking, under Settings or Apps or whatever, to find this choice?

For Apps: Play Store, Settings, App Download Preference.
As far as the system updates, I don't know of a way except to do it manually. If you see the notification, turn off mobile data and force it to use Wifi. When updates are complete, re-enable mobile data.

I would look under Connections and then anything involving Data Usage. OS updates are usually quite large and my phone will let me know there's an update but won't download it until I'm on wifi. It came default this way.
