Anyone have a Motorola E5 cell phone? (update, application, google)

Every time we turn the phone on downloads start. Yesterday it was a long download of some English translation application. Wasted data. I was unable to find the download manager to stop the download. Anyone know where that might be found in the settings?
I'd like to be notified before any downloads since 95% of them will be undesired.

settings, apps, data usage control, apply to all > WiFi-only.
That will make apps only work over WiFi. If you want some to work over mobile data, adjust them afterwards.

For updates:
Google Play, settings, download preference, WiFi only or ask me every time. Repeat for auto-updates.
