Some people having been calling for years asking for Lakeisha Blackwell about some debt and the number is spam and already been declared that by others. Like magic the spam stopped this week. The only change we made was to "not" listen to the voice mail.
Is there technology out there that alerts the spam caller that we have not listened to their voice mail?
Here is the number and caller and it is spam, scam. We waited over a week to check the voice mail since we recognized the incoming number. Today they have called again and left a voice mail.
Putting them on the National No Call List hasn't worked and this time we will wait 3 weeks to check the voice mail and see how many times they call during the 3 weeks.

This begs the question. Why don't you just block the call. If your phone does not have a built-in way to do it, there are apps that do it.
Robokiller and Truecaller come to mind.
We've blocked it more than once and it's still on the blocked number list. The phone is through Comsumer Cellular. We're also on the National Do Not Call List.

Does the number change? Is it spoofed? That would be the only reason your phone is not blocking it.
Forget the National list, that's a waste of time. Never worked, not in this day and age.

What kind of phone are you using?
The number does not change. Motorola Moto E smartphone
Truecaller is what I use for years. It's the best. I only see spam calls in Spam folder. I never hear them.
My friend uses a different tactic: the Call Screen.
He says it works like a charm. https://support.google.com/phoneapp/answer/9118387
