How about the Nokia 6300 for $69.99?

There is also the Nokia 225 but it lacks Band 71 support. I have read that is needed for some rural locations.

Red Pocket has the cheapest annual prepaid plans. Their cheapest plan is sold via Ebay. 200 minutes for $2.50/month. Only $30 per year.

I just switched my retired Boost phone account to Red Pocket. It was an easy transition.

A keyboard with a separate key for each letter of the alphabet (QWERTY)? Pretty much non-existent. Or do you mean physical number keys like a flip phone? Still unclear.

He's\She's obviously talking about a keyboard as he/she mentioned the BB.

BB's last phone still works on 4g today.

Personal device to be used off the grid? I'm not as clear on your keyboard requirement.
