Guess all you would have to do is get on with a Cell company under your own name, and have monthly bonuses from your company to "pay" for your cell?

This is ridiculous. They just want to tax everything.

If you use it for personal use as well as business use, then yes, you should pay the value of it as compensation. If you use it only for business use, you should not. This is why many companies ban the use of company phones for personal use in policies (but look the other way when employees do it anyway).
