Funnily worded article. It's just an attempt to add to actionable late-night nuisances for the police. At the moment, someone singing on the sidewalk at the top of their lungs at 3am after a good ole time on Sullivan's Island apparently can't be ticketed? Odd.

Tough beans if people are loud walking back to their cars at night. It only lasts a few minutes before people are in their cars and are gone and it is quiet again.
