I have lived here for about 50 years and have seen maybe five balloons flying over Charleston. I dont know if its because of the Air Force Base or not?

You might want to try some place like Summerville, Georgetown, Beaufort, Monk's Corner. (The outskirts of Charleston)

The base and the ocean.
Be careful out there...there are a huge amount of outfits that will take your money and promise you a balloon ride, and it turns out to be a balloonist in Atlanta or Nashville. The weather is never good enough, finally you demand your money back, and they quit answering your e-mails or phone calls.
