What's the deal with termites in the Charleston area and when I am buying a home what should beware of ? Are all homes prone to termites and how does this termite bond work?

The south is a warmer climate, and wetter. Both of which allow termites to thrive. Get the termite bond, make sure it is a treatment bond AND a repair bond, and keep that thing in place on your home, i.e. pay your yearly renewal premium and get the property treated annually.

Ok is this expense paid by the home buyer or does the seller provide the bond ot roof of no termites, and how much is this for yearly treatment?

It depends on how your contract is written. There should have been a CL-100 inspection done, prior to closing. That can be either a Seller or Buyer expense, depending on how the contract has been written up. Not all homes have a transferable termite bond, but if it does, then the contract should be written up stating who pays the transfer fee at closing. Yearly treatment fees, and yearly renewal fees differ from company to company. Have your realtor determine those from the Seller/Seller's agent.

Default Raised basement houses

My question is .. if your house has a raised basement, doesn't that basically prevent termite and wood rot damage? I'm wondering how necessary this added expense is.

No it doesn't, my house is a brick house on a slab foundation and I had termites in my eves and soffits...

That definitely answers my question if they can end up in upper elevations..

We definitely need to keep a termite inspection/contract annually, right?

Having said that -- 3 homes in 15+ years and no termites but two were brand new on move in and the third was just a couple of years go.

Termites will build mud "tunnels" up the side of your foundation to get to their tasty wood meal.
