For whatever reason, the city is very restrictive about food carts downtown. There's a limited amount of spots the city allows food/belvage vendors to place their carts, and prospective vendors have to apply
annually for these spots and pay a handsome rental fee. I can't remember the exact rental fees but the one at Waterfront Park is the most expensive and the 1 or 2 spaces at Marion Square are pricey too. The city tells the vendors exactly where the carts have to be parked.
