West Ashley Circle Center is a proposed retail center that would locate at the the northwest corner of Bees Ferry Road and West Ashley Circle, bordered by Grand Oaks Boulevard, in the city of Charleston in Charleston County, South Carolina. It would be anchored by a 79,190-square-foot supermarket, Harris Teeter #406, with a pharmacy drive thru. Harris Teeter, a division of Kroger, previously planned a 53,000-square-foot store for the site in 2014.
The city of Charleston's Design Review Board was to review the proposal for West Ashley Circle Center at its Monday, 15 August 2016, meeting.
Harris Teeter has been saying they will build on Johns Island for over 5 years at River and Maybank and still nothing. Who knows what they will really do.

In that five years, Harris Teeter has been acquired by Kroger and is opening more and larger stores. It looks like Harris Teeter is getting itself together in the right direction.

Actually it's been well over 5 years... from 2007 or 2008 I think. I assumed it was the "economic downturn" that grounded the plans at the time. Not sure why they haven't started it up recently but they have had their hands full remodeling all the old Piggly Wigglys and as CK said, being bought by Kroger might have changed some plans.
They could be waiting to see what happens on Johns Island too. There are still a lot of people who feel the 526 extension is not dead. There's a lot of money to be made if it goes through and politicians have a long history of reversing decisions and moving money around as needed. That seems to happen more often when someone stands to make a lot of money...
Harris Teeter #406, West Ashley Circle Center, Charleston, South Carolina
I think there are concerns of commercial traffic using Grand Oaks Boulevard to make deliveries to Harris Teeter #406. The alternative would be using West Ashley Circle instead.
DRB wasn't happy with proposed design of Harris Teeter. Back to the drawing board as they say.
With Charleston County, this process can literally take multiple years. That Harris Teeter could open in 3 years, 5 years, or never.
It's like the Whole Foods on Savannah Highway. It's been announced for 6 months now...the drawings have been submitted, etc. But as long as the buildings haven't been torn down and the gas station on the corner is still operating...there is no Whole Foods.
As West Ashley Circle Center is in the city of Charleston, should it proceed quicker in making the recommended changes for approval?
It's not unusual to not get approval during first DRB review. No big deal.
You can check the DRB agenda meeting notes to see exactly what aspects of the building design the DRB liked and disliked.
