I have lived in Oregon (West Linn and Junction City) and in Charleston area. I can say that both have positives. Weather is the only real difference in any city USA. The people in Charleston are no different than Portland Oregon, their just people.
You are the one who makes the difference, and you are the one who either likes it or not.
Charleston area is hot hot hot in the summer, Oregon is COLD COLD COLD in the winter.
It means nothing.
The most important thing is to ensure you can get a job, and afford the home you buy/rent.
I have lived in these states( VA/SC/OR/CA/CT/HI), and own a home in Hawaii.
They all have pros/cons.
My priority when I go back to Summerville is a job. Friends, family, people, things to do etc etc will follow.
Good luck.
