I think you do in the City of Summerville, but if you are outside of the city limits you don't.

I live in the city limits and have had a garage sale. No issue with us. If you "officially" need one, who knows but as long as you are not doing it every weekend and your neighbors don't make a fuss with the traffic, I believe the city cops have better things to do with their time.

You will be fine.
