Here's a pretty nice ray of hope for the Kanawha Valley and WV. It is about a tenth of the investment of Shell, but the process lends itself to lower capital and operating costs. It is about a $300 million investment (not subject to the tax cuts just passed for $2+ billion plants), and they project $500 million in annual sales.
It appears there's just some contract language to work out, but it appears as though the Institute cracker is a go. It is a considerably smaller project than Shell's, but a lot of the capital investment needed for equipment and piping is already on-site provided by Bayer.
Also, there's a little nugget about a third cracker. It mentions it as a possibility, but they way they talked made it seem like Brazil-based Braskem has narrowed its site selection to a site in Wood County. My guess would be it would be somewhere between Aither's and Shell's investments, upwards of $750 million.

The location in Washington bottom (Wood County) has to be the premier location for a plant anywhere in the state. It's expansive, table-top smooth, above the flood plain, and a mile from the brand new Corridor D.
