I did a quick search of forum posts and didn't see an answer, so just wanted to throw this out.

Purchased a vehicle in NC as of March 2010. The vehicle was issued a brand new NC plate (despite me telling the dealer to not issue a plate), I have NEVER had a vehicle registered in NC prior to this (my permanent address is in OH), and I absolutely did not own this vehicle prior to March 2010. I received a tax bill on Friday, which I was expecting, but it says "tax year 2009." What is up with this?

Thanks Barkingowl, but I have already paid the highway use tax and have the receipt to prove so. The bill I received is the personal property tax for Meck Co.

I think you need to call the county (311) and just talk to someone. I don't see how the bill should be for 2009, but you will be paying a bill to them at some point unfortunately (but for 2010).

When I got my bill from them I called them up convinced it was an error since I had just shelled out a good amount of money for my vehicles. I feel your pain

If I have this whole thing correct: you will pay always a yearly tax to the county and then a license registration renewal to the state, plus an inspection fee for your car. Have not been through the inspection part yet so I can't tell you how much that will cost. No more highway tax b/c that's a one-time tax when you first register the car in NC.

I think I know what happened.

I bought a car in June of 2009. When I registered it, I paid the title, registration fee, the NC road tax & the prorated property tax. Did you not pay the prorated property tax?

I have had really good luck emailing the mecklenburg county tax website. The guy who responded to me was very prompt and knowledgeable. Give that a try if you can't find someone on the phone who can help you.
