I will be moving to Charlotte in November and will be working uptown. Any suggestions for apartments that are near uptown (or areas that will be safe and fun to live in) All the apartments within the city are over priced and really small. I can afford up to $850/month

Check out Eastover Ridge - very popular with young people just outside of uptown on Randolph Rd.

Try the quarterside, on their website they say one beds are $899 per month. You can even get 6 month rent terms for no extra cost. Its around a 10min walk to Tryon, has a pool, free gym, free internet.
