You can get to Baltimore or DC via Amtrak or Greyhound. Then check to see what will take you to Germantown. Check both cities. One might give you more options than the other.
I lived in Germantown, MD before I moved to Charlotte. Loved the area. You can take Amtrak to Union Station in DC, then take the Red Line Metro Train to the Shady Grove Stop, then there is a Bus to Germantown. The bus to Germantown will drop you off across from the movie theatre. From there you can take another bus or walk to where you need to go.
I would guess that it takes less time to drive since I doubt the train is non-stop, you'll have to wait for the Metro train (less than 18 minutes during non rush hour), and the wait for the bus. Local driving traffic can add alot of time depending on how you drive up there.
