As for the Fort Mill commute, it's really not that bad. I take 485 to miss most of the I-77 traffic. Look into the Tega Cay community, and there are houses in our subdivision in your price range.
I think Highland Creek may be what suits you best. It's such a nice community, and you'll have plenty of amenities nearby. I don't think you'd have a problem finding a home in your price range either. As for the diversity, Charlotte itself is very diverse, in just about every neighborhood. I'm not sure where you are moving from, but you may be pleasantly surprised at the diversity here. It's one of the things we enjoy!
Yes magnets are by lottery and you have to register and apply early - I think around January the year before. There are some magnets with very small waiting lists, so you have a good chance on some of them.
If your husband is working at the ITT near UNCC please avoid living anywhere near there. I lived all around the UNCC area for the last 4 year of my life and I have been robbed 3 times, once at gun point. If you are at another ITT I am not sure where that is located.
I would recommend living near Pineville/Matthews/Ballanytne. I am sure LovesMountains will post in her soon and send you a direct message, she is extremely helpful and actually just helped me sign a lease down in Ballantyne.

It is when I lived at the University Walk Apartments, I was not on their grounds when it happened but very close. There is S8 housing right behind them.
