I see you amended your OP, but an even better question to ask is why during the course of this construction they've made the lanes so tight and left the pavement scoured out where they scratched out the original lane lines. It's a difficult and rough drive, and the scours tend to "toss" your car in various directions. This is made even more difficult in heavy traffic under normal highway speeds.
Also, who's the genius at the DOT who on I-85 south from Concord Mills Boulevard to past the I-485 exit decided to reduce it from four to two lanes when the pavement on all lanes is in perfect condition and they aren't doing any work on the closed lanes? It's making what is usually a free-and-clear morning commute a nightmare for no apparent reason.
