More importantly then location should be if the breeder does the appropriate health and genetic testing to ensure that you have the best chance to have a healthy puppy.
Corgi testing that should be done is Von Willebrand's disease, OFA Hips and CERF eyes. If they do not do this on their breeding stock then RUN. Will you pay more, in the beginning YES in the long run you will have a better chance of a healthy puppy.
A friend of mine bought a puppy from a backyard breeder, at 2 the puppy started limping and ended up having elbow dysplasia. $5000 later he is functioning but will always have issues. Spend now, save later.
