I have a client whose attic installed water heater leaked while they were out of the country for a month. The basement water alarm and pump both failed due to some work that had recently been done. The people didn't appreciate the indoor swimming pool they found when they returned. The entire house had to be stripped to the studs.
Ground floor or garage, always. I can't think of a single reason to put a water heater in the attic that isn't greatly outweighed by the consequences of any failure.

When my water heater went belly up, water began to stream out of it. Fortunately in the garage, the water just flowed out harmlessly under the garage door. I realize they put these things in pans in the attic, but I'd still be concerned given the volume of water involved.
IMO, it should only go in the attic if there is absolutely no other place to put it.
I had a townhome for 10 years. The only place they could physically put it was the attic. I never felt comfortable with it up there. It was always in the back of my mind. Thank God it never leaked or had a problem. We sold and moved to a single family house where it's now in it's proper place in the garage. If you have the choice, I can't understand why anyone would choose attic for the reasons all stated above.
We opted for an exterior placed tankless water heater. I had nightmares about the attic water heater leaking and ruining the house. We did not live in the house "full time" but were frequently away a month or more at a time.
