Barring some form of major illness, couldn't your father consider working part-time to complement his relatively small $140.00 contribution to monthly rent and the Section 8 government-funded tax subsidies he receives? Aside from some additional income, part-time work may enable your father to meet and interact with other people in his new hometown; the latter possibly being beneficial for you as well versus potentially being your father's only social contact in Charlotte. Good luck with the search.

There are some lower-income working class people - that's all they have to choose from, if they want to live in Charlotte these days.
Now I would like someone with common sense to tell me, What working-class person in their right mind would choose to live like this, given better options?
My rent is almost $1300.00/Mo. I have to work in sales to bring home the Bacon. it's not easy or fun. Yes, the problem people are being priced out and that is leaving all the good people stuck in the middle somewhere. So those problems can go to a hotel on the West side and still create problems. That is until the Punjabi run hotels price them out too?
What I have noticed over the the last 6 years that I have been here, is that Charlotte natives have a history of "problems" and they really are not interested in fixing them.
So guess what? High rent is here to stay unfortunately. What is the solution?

They're speaking of crime in general I suppose. Or the "undesirable" class of people. Actually there are "hood" areas like west Charlotte or N. Tryon or even south and east, but this "undesirable" class can be found all over. Whether that means non-English speakers or poor or "colored" I don't know. Coming from the north I'm yet to see a part of Charlotte that scares me. Heck anyone living within the Charlotte limits aren't that far from good places even if their community is particularly lacking. And the "low income" or "restricted income" communities are also dotted across the city. The government doesn't say they all have to be in the hood, some are quite nice and in decent areas. 1300 rent is typical for someone who doesn't shop for lower rent. 900 is more common.

depends on where you want to live.
trendy areas will have higher rent but if you have a car (and one should in Charlotte) you can find rent that is affordable and safe.
