Not only are city streets deadly, now school buses are too. More jails and longer sentences please.

Two bullets whizzed right passed two (or more) children, and the driver. All three are lucky to be alive. The trajectory of the bullet was inches away from the drivers neck. Thankfully he/she isn't paralyzed.

At 7:30 in the morning.

****

I'd like to know what made the shooters so brazen, as to have a gun fight at 7:30 in the morning. I doubt that either man was/is stupid or clueless. They are brazen.

What environmental factors would cause for them to be brazen? I agree in part with Sheriff; where enforcement is lax, people are brazen.

And which Mayoral candidate seems more equipped to fight crime?

Anyone who could ignore that a shooting took place at 7:30, in a part of the City that's not known for violence, is callous.

I suppose this is just another case of insufficient Police outreach, community dialogue, conversationally optimized awareness and funding of...(choose pet project).

From the WSOC news report:
"A man who led officers on an overnight chase through north Charlotte is connected to a shootout in east Charlotte that led to a bullet hitting a school bus with children on board, police said. (He) was arrested and is charged with possession of a firearm by a convicted felon, driving while license revoked, reckless driving, failing to heed emergency light and fleeing to elude law enforcement.

In addition to those charges, detectives also obtained 20 warrants for shooting into occupied property. The charges are in relation to the shot that hit the school bus during a shootout at the Citgo gas station at Parkwood Avenue and The Plaza.

Jail records show Handy had been arrested more than 10 times over the last three years, and had just gotten out of prison."

Purely speculation based solely on the video, but the school bus shooter may be a bit out of practice; apparently not so much target practice in prison.

Media says second man who started shooting and got away has not been arrested...but no mention if they're looking for him, is he not considered dangerous as well?

This is sick behavior with no regard for human life and reason why so many innocent killings in Chicago and elsewhere. We can blame gun laws all day long but it is clear these guys did not just walked in a legit gun shop and filled up info to buy a gun.
How can someone arrested more than 10 times in 3 years still walk free and not be considered a threat to our society?

It depends on how many points he got in his past sentences and what Class of crime they were. Shooting into an occupied vehicle in conveyance is a Class D felony under NC law. If his past points add up to being a Level 2 or Level 3 offender, he would be looking at a sentence of 46 months to 82 months.

If he has the highest possible Level status for past points and is a Level 4 (which he may be based off his arrest record), his sentence will be in the range of 88 - 117 months.

If this is his most severe crime, he will spend more time in jail than he has in the past. His past record may be misdemeanors (less than 1 year in jail and only carry 1 point on your record) which shows how he could be in and out of jail.
