With all the pricey real estate in the area, why does this school have a 44% low income population and Beverly Woods elementary which is 3 miles away has a 13% low income population?

Families living in apartment complexes. Many of the single family communities with mansion are probably 80% private school attendance to the elites like Country Day, Providence Day, Charlotte Latin, etc.

I guess it would be the size of the family living in those apartments. A 2 bedroom is around $1000 a month.

Give it 5 years to see how the Cotswold/Billingsville K-2/3-5 experiment goes. I could see areas like Beverly/Smithfield being next in line.
